Please safely eject the disks in HDD3/4/5 slots and see if the disks go to hibernation?
If the disks can hibernate normally after the safe ejection, it means it has nothing to do with the product hardware, but most likely the system is using some files on the disks to prevent them from hibernating.

Re: Docker error
Never received any other similar feedback. Depending on your TNAS model and TOS version. It's possible that incomplete updates or smaller system partitions are affecting it, and it's hard to tell the exact process that's affecting it. You may consider referring to this to try to solve it: https://fo...

If you want to reset the storage, you just need to delete the volume and create create the volume. Note that this will delete all applications and snapshots located on the volume at the same time.

Re: Docker won’t download images
Based on the model and version information you provided, perhaps you have used TOS4 before and still retain its partition format? We can't rule out the possibility that the problem may be caused by an incompatible partition format or a version update! You may consider reinstalling TOS to fix the pro...

Re: f4-424 pro setup
It looks like your router doesn't have an IP assigned to TNAS, you can refer to this to set your TNAS IP.
