Disk sleep findings:
I turned on debug mode and have found that one HDD is inactive while the other is active and they swap over every 30 minutes.
This is with the smartmontools service running. If the service is stopped then both HDDs sleep (not confirmed from the log, just from the lack of noise).
Obviously, I don't know what happens with a RAID more complex than RAID1.
I hope this helps someone, somewhere.....

The issue was related to my original shared folder migrated from TOS 6. I created a new shared folder, moved my media folders there, and updated the Jellyfin library path. Automatic detection is now working again.
If anyone else has manual scans working but real-time monitoring not working after the upgrade, it may be worth testing with a newly created shared folder.

Thanks for sharing your approach. This does sound like a permission issue. TOS 7 introduces a new permission system, so permissions from TOS 6 need to be converted. Sometimes the conversion prompt gets missed — or it simply takes too long when dealing with large data sets. Thanks for the explanation. I did try reapplying the permissions on the original shared folder first, but the issue remained.
What solved it was creating a completely new shared folder in TOS 7 and moving the same media folders there. After updating the Jellyfin library path, automatic monitoring started working again.
This makes me think it may not be only a permission issue, but possibly something related to the original shared folder migration from TOS 6.
