I was able to find the old update package 7.0.0299 (used for previous update from tos6 to tos7) - it also put nas to the initialization mode and rolled back to 6.0.794

The issue where the `btrfs-cleaner` process continuously consumes memory or causes the system to freeze is a known problem. When `btrfs-cleaner` is triggered, the only current workaround is to increase (expand) the system's memory capacity; other tasks can only resume normal operation once the `btrfs-cleaner` process has completed.

I have F2-425 plus NAS.
I believe, the boot order is default - i didn't change bios settings.
BIOS version: MTWL0101.V07

As well option "TOS boot first" was enabled in bios, I was not able to modify the boot order. I disabled it, in boot order moved TOS drive to the end of the list, enable "TOS boot first".
After that I was able to get TOS 7 back and install updates.
Alternatively, it is also possible just to remove TOS recovery drive (depending on nas model, it is a regular USB drive or a USB dom drive plugged inside the nas)
Based on the report you posted above, btrfs-cleaner will consume memory resources until the process ends before executing subsequent tasks. Currently, the best solution is to add more memory modules to the NAS, and wait patiently
