However, based on your description, the UPS works correctly on TOS 6 and only fails to be recognized after upgrading to TOS 7. This is indeed an issue that requires further investigation.

UPS brand + model: APC BR700G (APC Back-UPS Pro 700)
Your TNAS model: F5-221
Your experience: System will not boot if USB cable from UPS to NAS is connected. When USB is disconnected, NAS will boot but as soon as USB cable is connected the system will abruptly shut down.
Problems or shortcomings: System will shutdown or not boot when USB to UPS is connected
