D5-300C fan issue

I'm really only concerned about the fan spinning with the hard drives, since I currently have temperatures of up to 64°C.
So what are the conditions for the fan to start spinning and when does he stop?

Right now I have problems with these two models
WDC_WD80EMZZ-11B4FB0 and
WDC_WD80EZAZ-11TDBA0.
On the first one the led lights up when accessed and the fan rotates. On the second one the led does not light up and the fan also stays off.

on both after access.
I have set up via hd-idle to spin down after a certain time.
