Updating to TOS6 - Cannot import user list

On updating from 5.1.145 to 6.0.530, I had saved both group and user lists.
I was able to import the group list . Took 2 attempts, but worked on second. ('overwrite' option ticked)
I am not able to import user list. All users except guest and 'super-admin' (password already setup) showed as
"Status: Has an exception".
'Confirm' button is greyed-out regardless of whether 'overwrite' is enabled or not.

There is no indication of what that means or what the exception is. Nothing is obvious from the actual list previously exported.
{I appreciate I am moving from TOS5.1 to TOS6.0 and "permissions have to be reset" , but it seems this is exactly the "use case" that might be beneficial.}

Please note that the exported table does not contain the user's password.
The system cannot set the password for a user to be empty.
Before importing the xlsx file, you need to set a default password for each general administrator and regular user in the xlsx file.

All my users had passwords when the list was exported BUT IT EXPORTED BLANKS.
Something didn't work, obviously.

I did attempt using a password (random plain text) for each user, but that did not work. Format?

The folder structure of TOS6 differs from TOS5, mainly in terms of applications. You can check if there are any missing permissions corresponding to the folders in the table.

There would, naturally, be missing permissions since no users have been set up. That was the point of trying to upload the table. Not sure what else would be appropriate. The folders, themselves, exist since these are not changed by the upgrade to Tos6. Even the volumes are correct. The super-admin user name and password have been replicated exactly during the update.
Am I missing something obvious?

I was trying to use a facility already built in to TOS (export/import user list) and was getting an "error response" which was unexplained.
I was hoping someone might explain the "exception" seen on import (outside of the "security issues")......

or even an explanation of how it should work.
