Rsync Permissions

Once upon a time:

Then @TMSupport said it couldn't (or wouldn't?) be done. Back then Rsync did not preserve file modification dates but that has been fixed. Any reason, now, that permissions can't be preserved as previously requested - or in any other manner that fits with rsync?
