WebDav Forbidden error

Hello,
I have verified that the correct ports are forwarded, I can establish a connection, I enter in user and password and I receive Forbidden. You don't have permission to access this resource. If I take away Webdav permissions for a particular folder it continually prompts for a user/pass as the user does not actually have permission. Is this a known issue that will eventually be fixed. I am currently on Version 4.2.39-2203011626 and it has never worked. Using a VPN is not a workaround for other family members. For me it would work just fine, but not for remote users. Asking them to utilize a VPN, which I prefer to use a licensed anyconnect through my Cisco Firewall would be the route I would take. But I want simplicity for other users.
