I'm new to TerraMaster.

I uninstalled iSCSI Target Pro then I try to re-install it back.

Is it normal that the app installation stuck at 50%
while volume is synchronizing?

The first time installed iSCSI Target Pro was very fast.
I'm not sure whether it's normal behavior or not.

You can try to restart the device and download again.
Of course, you can also use SSH to log in to the terminal, and then delete the wget-iscsiadm process and /tmp/scri**/get.iscsiadm in the /tmp/ directory.
