[Help] Application access management not working

TOS 7.0.0517
Adjusting any user or group permissions to Allow or Deny in the "Control Panel -> Applications" settings does nothing. All Regular Users only can see the following items no matter what: "File Manager", "Text Editor", "Global Search" and "Online Office".
Administrators always can see: "File Manager", "Text Editor", "Global Search", "Online Office", "Backup", "Control Panel", "Storage Manager", "App Center", "Security Advisor", "Docker Manager", "Support and Help", "CloudSync", "Photos", "JellyFin", "USB Copy", and "Plex Media Server"
The SuperUser can see all of the Administrator applications as well as "Terminal".
I have tried:
1. Uninstalling and re-installing the app
2. Rebooting the OS
3. Allowing All Users and Groups to All available "Control Panel -> Applications" options
3. Denying All Users and Groups to All available "Control Panel -> Applications" options

How can I get Regular Users to be able to use "TerraPhotos" Application?
