Such issues do not seem to be unique to this release version. Additionally, it is recommended that you check whether the non-sleeping disk is being used as the system disk.

I imagine the answer is no, but is there any console command to modify TOS so that the disks don't boot one by one under my responsibility?

Currently, there is no relevant method available to fulfill your request.

F4-424将机械硬盘的系统盘移到固态硬盘后硬盘休眠正常了。

I am still on TOS 6 but planning to update to TOS 7. I have some doubts/questions: My F4-423 boots from an M.2 SSD but I notice barely ANY improvement at all in boot time. Can I move the TOS 6 again to the HDDs and after that, normally upgrade to TOS 7 ? (Because, if it is in the ssd, I have to change the Boot order on BIOS, which I do not want)

If you said about TNAS PC version, I can undestand.
About my screenshot, every one can assume, but don't accused.
What @TMRoy post is an accused not assume.
