...and select iSCSI Target (the only option) from the pulldown menu.
With your information, finally I can replicate the issue right now, thank you!
The reason of the issue is, the iSCSI Target has been move to application center from Control panel, but the key word still present on control panel index, the app failed to load. We will fix it in next update. Thank you!
