Control panel > Priviledges > Application > Select app > Edit (top right above frame)

my user has the permission, i gave it to guest just for try and it still dosn't work

Probably an idea to check for user Groups as well to be safe. There should be a drop-down once in edit to switch.

all enabled: admin, media, allusers
