Unfortunately restoring the backup DB files from 3/10 did nothing to change the problem. I still have 1 server that all libraries are Unavailable and another server by the same name the has the files listed but no metadata about them.

I went ahead and performed option 3 - uninstall, rename Plex folder and reinstall. I was able to manually delete the duplicate server and the libraries appear to be rebuilding properly. Fingers crossed...
