Thank you for testing. I performed a fresh verification on my F6-424.
Before installing Emby I removed:
the Emby shared folder
the Emby user
the package cache
all remaining Emby files
I then rebooted the NAS and installed only the official App Center package with the application installation location still configured as Pool 2.
Before opening Emby for the first time, I checked the running process:
/Volume2/@apps/emby/emby-server/system/EmbyServer
-programdata /Volume1/Emby
The package immediately created:
/Volume1/Emby
while:
/Volume2/Emby
was never created.
So on my system, a completely fresh installation still places the Emby data directory on Volume1 despite the application itself being installed on Volume2.

When uninstalling the application, did you check the option to delete its configuration files?

I did indeed delete the config files. If you think it helps your'e of course welcome to access my system but I'm fairly sure at this point is a TOS package deployment issue for Emby (not tested Jellyfin yet) , shall I mail tech support with my logon details and this forum link like last time?

A possible solution at this time:
Uninstall Emby app, delete the shared folder named “Emby,” and reinstall Emby app on Volume 2.
When you re-enable Emby, it should automatically create the Emby-specific shared folder on Volume 2.

Thanks for the suggestion. I actually performed that exact test before posting my previous update.
To ensure it was a completely clean installation
Uninstalled Emby.
Deleted the /Volume1/Emby shared folder.
Removed the emby user.
Deleted /var/lib/emby.
Deleted the package cache.
Rebooted the NAS.
Confirmed App Center was still configured to install applications on Pool 2.
I then installed only the official App Center package.
Before opening Emby for the first time, I checked the running process and it was started with:
-programdata /Volume1/Emby
At that point:
/Volume1/Emby had been recreated automatically.
/Volume2/Emby had not been created.
So on my F6-424 with the current App Center package, a completely clean installation still places the Emby data directory on Volume 1.

I downloaded the latest official TOS package from the Emby website (version 4.9.5.0) and performed the same clean installation.
Unlike the current App Center package (4.9.0.70), it correctly creates:
/Volume2/Emby
and does not recreate /Volume1/Emby.
This suggests the issue has already been resolved in the newer Emby package and that the App Center package is simply behind.
I downloaded the latest official TOS package from the Emby website (version 4.9.5.0) and performed the same clean installation.
Unlike the current App Center package (4.9.0.70), it correctly creates:
/Volume2/Emby
and does not recreate /Volume1/Emby.
