Scheduled tasks always send an email when they start and when they complete, regardless of the task notification settings. The Empty Recycle Bin task doesn't even have a setting to enable/disable notifications, it just always sends them. So I guess the only way to prevent all these notifications is still to turn off all system notifications globally.
