cannot initialize, stuck at blank initialization page

New F2-210 system.

I had installed TOS but encountered a bad disk. I purchased a new one and redid configuration. During formatting, it stopped at 60% and hung. I restarted the system and now it is in this weird state.

I remove all hard drives and use TNAS to try and login and i get initialization page that is blank (it launched ie11 for some reason)

I use a different browser (edge) to go to the URL and i see:

No hard drive detected! Please install hard drive(s) and try again!

I install the hard drives

Try login from TNSA again. Still see same blank page (ie11)

Through different browser I see:

Initialization
Only one LAN port can be connected during initialization!
Please keep your TNAS device connected to the Internet. Otherwise, you cannot install TOS online. You will need to download the TOS installation package from TerraMaster’s official website and install it manually.

So i'm stuck, not sure how to get past this, some help would be appreciated

Please be noted that IE browser may have compatible issue with our TOS. It's suggested to use Google Chrome or FireFox. You can set one of them as your default browser.
And reboot your device without any hard drives, and follow the instructions to complete reinstallation.
