[Help] F2-423 No longer boots after changing bios user defaults

My F2-423 was originally running fine but any changes I made to the boot order were not persistent. The boot order and items reverted to the factory default after every power cycle, even if I pressed f4 "Save & Exit" after making changes. Then, after making changes to the boot order, I selected the save as user defaults option. Now when I try turning on my device, the fan spins but the splash screen never appears.

I have tried (after removing the HDDs):
- swapping out the RAM.
- removing the cmos battery for 30 min.
- pressing the reset button.

What else can I try?

What did you change and why?

I changed the top boot option to my nvme drive in order to boot into my fresh proxmox installation.
