Slow Upload Speeds

I cant figure out why my upload speed (sending files to NAS) keeps dropping out. Download is fine at 108 MBs. Upload starts out good but keeps dropping to 0 or close to it. I have 2 old Nas 1 qnap and 1 synology both more then 10 years old with no problems doing about 100MBs. Same network same switch. What I have done so far was directly connect computer to F4-424 I tried both network interfaces and multiple cables same results. I also tried 2 other computers with the same results. The F4-424 has 2 wd red plus 4tb and 1 samsung 1tb m.2 for the Operating system. Running TOS 6.0.577
The disks show good health I shut down and reseated them as I seen that as a recommended thing to do. The system has been running for a few weeks so no synchronization is happening while testing. CPU And memory use is low and cpu drops to near 0% when the speed drops. Any one else with this problem or a fix for it.

I just reinstalled the Operating system with only 1 hard drive. A different one that was never in the system. It loaded TOS 6.0.577 and not version 5 and then upgraded to 6. I have the exact same problem Upload speeds keep dropping off and restarting 3 to 4 times on a 4.5GB test file.
