Transmission 3 & 4 on TOS 6

I thought for a long time, but I still didn't understand how in Transmission: 3.00 (bb6b5a062e), RPC: 16 (TOS 6), download not the entire torrent, but some of the files from it.

I tried to install Transmission 4 on TOS 6

but it gives an access rights error.
