cannot load or install any TOS version

I had been trying for a while to get my 2 bay F2-420 to act as a plex server but I was unable to update plex to match the
version on the TV app (the TOS was old (pre TOS4) and did not have a settings option in the app centre to download
and install the newest version of plex)

I decided to try and update the TOS but this has now made it so I cannot use the TNAS at all..

In order for the desktop app to even see the NAS I have to turn on the NAS without the HDDs in and then put them in once it has started (2 green lights).

when selecting the NAS on the desktop app it says the IP address of the NAS does not match the network adress, putting in the password with the new IP adress it suggests says 'operation succeeded then nothing happens, so using the desktop app is not an option. IP on a webrowser guides me to initialize the NAS..

selecting use TOS system in hard drive(s) reaches 100% then nothing with the page eventually timeing out, HDD lights turning off.
giving up on this I've gone for install a new TOS (knowing I will loose my data)
opition 1 automatically download and install - stays stuck at 0%.
option 2 manual download and install gets to 55% then installation failed.

I have tried it with both TOS4 and TOS5 installer
I have also tried all these steps with both drives in and just one drive in.
Both hardrives show as good in hardrive checkup during initializatino.

Id really like to do one of the following
access my data so I can download it
wipe the hardrives so they are like new again so I can sell or start over.
