U8-423 Won't Power On

Hey all, I have a U8-423 I picked up from ebay... cosmetically in perfect condition.... appears unused. Howerver, I'm getting no life after plugging in power... no lights, etc... both short and long presses on the power button are doing nothing.

What can I look for and troubleshoot before executing the return?
