At present it seems that the Mount function in Control Panel > Disk > Disk > More > Mount
makes a best effort to mount 'read-write' with possibly an 'errors=remount-ro' thrown in for good measure. (This provides for file system to remount read-only if errors are perceived).
It might be reasonable to provide an option to mount read-only in the first instance especially if a user is trying to recover data from a 'valuable' drive.
