I have a F4-423 NAS that had 8-8-12-12 TBs HDDs in a Pool as Storage Pool 1 and Volume 1 and was working well.
The first 8 TB Seagate IronWolf (first HDD position in NAS) started to display "Warning" in the GUI and the HDD SMART info indicted that the "Command_Timeout" was over the threshold at 6 and then after I wiped the HDD prior to shipping, it is now at 8, so error is increasing.
I am sending this HDD back to Seagate for replacement and have removed it from the NAS but now both the Pool and Volume display the error "RAID is Degraded".
Until I get a replacement HDD from Seagate (some weeks), how do I rebuild the Pool and Volume to the remaining 3 HDDs of 8-12-12 HDDs and clear the error "RAID is Degraded"?

I suspect the answer is "you can't". You need the replacement drive (at least 8TB in this case).
I have just gone through this with an 11 month old Ironwolf 4TB. (Also I had a requisite spare to hand as well). Fortunately I bought my drives from Amazon {Prime}. I could find no way to contact Seagate from the UK (The advertised chat link is not there on web site).
Contacted Amazon and after a few minutes with the Amazon rep on chat, he had organised a return, with prepaid shipping label, and issued a "next day" ship order for a new drive. This was on Saturday. The replacement drive arrived yesterday lunchtime and is now in my spares pool awaiting the next incident. Can't complain about that!

I had the same experience with Seagate (no chat) but I just initiated a warranty case online and the system gave me an RMA and instructions how to ship back to Seagate for repair/replacement; so I have. I did cost me for shipping so maybe I should have followed your process, live and learn. Will see how long it takes.

I do not have an 8TB or greater HDD so I guess that I will just have to live with the "RAID is Degraded" error and hope for the best until the replacement HDD is shipped to me.
This assumes that there are no other solutions for the interim.
