(Re-)create "new" user after update failed spins endlessly

My attempt to update to TOS 5.1.34 failed so I was forced to do a reinstall. That meant that I had to (re-)create users that had existed before. Not a big deal since nothing was actually lost (their home directories show their original creation date and all data was untouched).

But when I did that, the "New User" applet kept spinning, even after waiting overnight. I had to simply log off for it to go away.

I haven't noticed any other negative effects.
