Feature Request: User Permissions for Apps/Features

I think it would be great if we could assign permissions to use some of the built-in functionality of TOS to standard user accounts.

For instance, I would want my standard accounts to both have access to the "Help" and "Technical Support" options.

It would also be cool if we could assign permissions for apps installed from the Applications, such as Text Editor, PDF Viewer, etc.
