browser pop up/ad blocker add ons were preventing the Claiming of the Server and downloads from Plex directly.
opened a firefox browser inPrivate, disabled all the add ons, claimed the server... bob's your mothers brother.

Correct apparently my entire network has been plotting against me. Pulling my hair out folks. Really shouldn't be this difficult.
