Could be that you haven't set up the correct permissions for the folder on the TNAS...but could also be permissions not set correctly on your PC either will result in that message.

Sounds like an IP conflict but also check the MAC address you can use something like https://www.advanced-ip-scanner.com/news/ to find all the info, I have two F5s running on the same network with no problems.
Your best bet is to go to the plex info on how to set up and have a good read, but the short version is if you already have plex set up and running on the TNAS is to settings scroll down to manage and then Libraries and from there add a library and depending on it name and location but for a compute...
