[Help] Factory Reset Failed F4-424 Max

I've had a F4-424 Max for about 1 week. Today I performed a Restore to Factory Default. The countdown reached 0:00 and the system rebooted however, I can't access it. The power lights on the front and back are on but no light on either ethernet port (or on the switch it's connected to).
I waited about half hour and then pulled the power cable for about a minute. Plugged it back in, powered it on but no change.
Any advice?
I should add, there are no HDDs installed yet. There are 2 M2 drives installed.

Could you please try to start it without installing any HDD or M.2 disks? Can the network light display normally? Can you enter the initialization page?
If it still fails, there might be an issue with the built-in USB initboot disk. Please re-burn TOS6 UEFI to it:

@TMzethar thanks. There is a problem with the built in USB drive. Rufus found a lot of bad blocks. I used a regular flash drive and I'm up and running again.
Is it worth trying to repair the USB drive or should I buy a new one and load the img on it?

You can try to repair this USB drive. If the repair is successful, you can continue using it. In fact, the boot system on this USB drive is only used when reinstalling the system. It is not needed when the NAS is running normally.
