[Help] D4-320 Multiple Drive Boot Issue

Hi,
I'm having an issue with a D4-320 DAS enclosure with 2 WD-RED 12TB drives.
System details:
Ubuntu Server 22.04
Beelink S13 Pro
Both drives are formatted as ext4.
The issue: When the enclosure is plugged into the server the green power light continuously flashes but never stabilizing on solid green. This is with two drives attached.
Troubleshooting: I have tried multiple USB cables including the supplied cable with no change. The only fix I have found is to only have one drive installed when first connecting. As soon as I remove the second drive the flashing green power button stops flashing and settles on solid green. Then I can re-insert the second drive without issue.
I have also tried connecting to another system running Windows 11. Despite the fact ext4 isn't natively recognized, with two drives installed in the enclosure when the USB is connected the green light starts flashing. But if I again only have one drive installed the enclosure displays a stable green power light.
Other than the first connection the enclosure is super stable and will run for weeks without issue. It's only when rebooting the system do I have this issue where I have to remove the drives then re-insert one at a time manually.
