[Help] Intel QSV Transcoding on F6-424 Max

Jellyfin 10.11.3 installed via the TOS6 App Center
Additionally, ffmpeg, ffmpeg51, and modpack1 packages installed.
Hi, I'm having issues getting Intel QSV transcoding to work on my F6-464. I'm able to use VA-API via the /dev/dri/renderD128 device, but switching to QSV yields immediate playback failure and "Error initializing an MFX session: -3," in the logs. I believe this is due to Jellyfin defaulting to the ffmpeg located in /usr/bin/ rather than the ffmpeg51 version I have in /Volume2/@apps/ffmpeg51/sys/bin
Reading the jellyfin documentation, it doesn't look like changing the jellyfin path for ffmpeg is possible, is there a trick to get everything to behave or is there a specific install order that has to be observed for proper ffmpeg version usage?
I've attached several relevant screenshots of jellyfin, ffmpeg51, modbase1, and ffmpeg -version outputs and can provide more if needed.
