How to get Hardware Decoding running for Jellyfin container on F6-424 TOS6

Hello,
i have already found similar questions but no answer.
I currently have TOS 6.0.519 on an F6-424
I installed Jellyfin in a Docker Container using Portainer, and found somewhere written to add graphics driver like this:

Enable GPU is grayed out in Portainer:

In Jellyfin, I tried setting the Hardware acceleration to VAAPI and selecting the VA-API device:

And also by selecting Intel Quicksync:

But with either one option still the CPU gets loaded when I run any movie and sometimes goes up to 20%.
Any tips how to get hardware transcoding set up properly?
