ssh conf reset

Hello there,
I recently got a F4-424 pro and it's really good.
I want a user with limited rights for advanced purposes (SSH access from another server)
But when I add this new user with AllowUsers in and reboot, the conf file is reset and my new user cannot log with ssh.
Worse, when I try for apply my conf without reboot, the conf file is reset anyway AND the ssh is disabled and I had to enable it with TOS web GUI.
Is there any way for advanced users to override that kind of security ?
