TOS should prompt for Language and Time Zone upon initalisation
As it says on the subject, TOS should prompt the user for desired Language and Time Zone. It's very easy to forget to set the correct time zone, irrespective of whether it has an operational impact.

If it comes to that, the installation package should recognise your geo-location and install appropriately. But, if you are using VPN to hide your location, that's not their problem. Neither is the fact you might not be a native speaker for that location. Life's a **tch.

We may not fully understand correctly. Perhaps you want to see the time zone on the TOS homepage, in addition to the date and time?

The TOS UI language and time zone will auto-set during the installation, which will be based on the language and time zone used by your web browser. In normal cases, you do not need to worry about it.

In my TOS installation default timezone was completely wrong.

May I which web browser you use? and please check the time zone display inside your web browser settings. Thank you.

Except it doesn't (or didn't). In every instance of new installation (and I have done a few), the time zone defaults to China and has to be set manually for local environment. Of course, this might not be noticed if all your trials are done using china time zones and language

That's right, after every reinstallation the time zone is set incorrectly.
