Storage Pool Creates Incorrect Size

Model: F2-221
HDD1: 3.84TB Seagate SATA SSD (Single Disk Mode)
HDD2: *Intel 1.6TB SATA SSD (Single Disk Mode)
HDD1 has been working correctly. Split into a few partitions. 3.84TB becomes 3.49TiB (approximately). Good.
I recently received a used Intel SSD. Capacity is 1.6TB, and I tested all blocks/sectors good in Windows and macOS. In Windows, shows as 1490GB available (TiB vs TB). I understand the conversion.
When I add the new SSD into the TNAS, then create a new pool, TOS defaults to "1.0TB" for single disk mode and after formatting it makes a 937GB volume, which does not make sense. Ideally I want to format the whole disk and then split it into a few partitions, but TOS refuses to give me the full 1.6TB (1490GiB) to use. What can I do?
