The app page say "The download is rather big so it is possible you experience a time-out when using the web interface. You can use the OCC command line tool to install the built-in server"
I tried:
sudo -u wwwrun php -d memory_limit=512M ./occ app:install richdocumentscode
but says:
sudo: unknown user: wwwrun
sudo: unable to initialize policy plugin
and
sudo -u [USERNAME] php -d memory_limit=512M ./occ app:install richdocumentscode
but says:
Could not open input file: ./occ
The app page also say "Of course, alternatively you could increase memory usage and PHP time-outs by default"
So how would I do that?

Is your system TOS 5? The super administrator of TOS 5 is equivalent to the root user, and there is no need to use the sudo command.

Yeah, it's TOS 5. The example commands is for a Linux system like Debian so the file structure or config for TOS 5 is probably different.

Does anyone know the correct command and file location to either install it manually or increase memory limit (PHP) or time out?

Based on the lack of response I guess it's a problem with the TOS 5 operation system that will require an update or patch.

Please try to switch to the following path /usr/local/Nextcloud/webui and execute the command again.

I did finally get it to install with using the command listed above but now Nextcloud is EXTREMELY SLOW to load any page (takes multiple minutes for the dashboard to load). Is there a way to check what errors might be occurring or could it still be due the the php memory limit?

I replace the ethernet cable but I get the same issue. Nextcloud takes forever to load to the dashboard after installing Collabora.

I guess I will have to install TrueNAS since Nextcloud is broken on TOS.

We did not find such an issue happening in our lab. Please update your TOS to 5.1.29, and make sure you have sufficient space on your RAM and Volumes.
