I cannot contact support via the TOS desktop

I cannot contact support via the TOS desktop shortcut (TOS 5.0.176).
I fill in all the fields including problem description, name, email address and even phone number, but...
After clicking the "Generate Report" button, nothing happens.
The "Download" button is not active.
