Please open the Control Panel>System Resources>Process, click CPU to sort the CPU from high to low.

I had the same issue whereby the culprit wasn't showing in Processes. To find the issue, I had to look in Services > Service Resource Occupation.
Once I looked in there, I could see the BTRFS Cleaner was taking up 100%. This was caused by the automatic BTRFS snapshot in 'Backup'. I disabled this snapshot and my NAS has been running fine since.

Cancel that, not completely cured. Just doesn't go to 100% every hour now. Doing any read/write on the disc still results in BTRFS Cleaner hogging all the resources and basically crashing TOS

It is likely due to the TNAS performing a quota check. The TNAS may take some time doing a quota check. This quota check should only run once after upgrading as long as it is able to complete successfully. Rebooting your TNAS might cause the quota check to restart from the beginning. Please allow it some time to finish.
