No HDD Sleep

Help with problem solving. I have a suspicion that the disk does not fall asleep, in the settings I have 30 minutes. however, I constantly listen 24-7 to a periodic characteristic crackle (head operation)
How to determine the cause of the lack of sleep on the disk?
