Enabled 2FA now can't logon

I have just enabled 2FA on my F5-221 running TOS 5.0.171-00221 and now I can't logon. Logon process just keeps cycling straight back to the userid page.
This is a fresh clean-slate install of TOS and I only have my admin account setup so far. I can wipe and restart if needed but would rather not if there is another way to reset 2FA.
