Is there an option somewhere in the system that would allow me to partition a whole drive into partitions (logical or extended)?

I believe the simple answer is "No".

There is no option to partition the drive during the setup process.
Arguably you could resize and repartition after the initial setup, but should you ever need to reset/reinstall TOS you will lose it all.

You would probably be better using Shares to provide the basic concept of partitions.

May I know why you need to do that?

I was considering doing something which I now know to be impossible:

I have two hdds: a 1TB and 2TB drive and was thinking of partioning the 2TB into two parts, so I can set up one in RAID1 and the other remain an independent partition.

However, my understanding now is that RAID does not look at partitions, rather at devices, so to put these two HDDs together would mean that I forfeit on 1TB on the larger HDD.

You are correct.
