CPU at 100% after a couple of days; resource monitor does not indicate which processes are problematic

Hello,
The summary pane on "Desktop - TOS" reports 100% CPU utilisation after a couple of days from startup. If I view running processes from Resource Monitor no processes report above 5% intermittently (most of the time all processes report 0%).
I cannot determine why the CPU reports as being maxed out. If I reboot the TNAS the CPU remains normal for a day or 2 before eventually reverting back to 100%.
Model is F5-221, TOS version 4.1.30-2008051459.
Any insight that you could offer would be appreciated. What could be wrong?
