I don't know the 423 models, except by the TM specs on support site. My 424 only comes with one memory slot anyway :{
Some other models have a memory chip physically on the board and an additional slot for expansion (eg the 521 models that I have). According to specs you should have 2 slots with one populated at time of sale. Conjecture? You have been sold an item previously returned and not properly checked prior to resale. But, Amazon wouldn't do that, would they
Oh 100% that is what has happened. I think someone has previously returned it and stripped it of the parts. I don't think this is TerraMaster not putting it on or checking it during QC.
