Your assessment is correct — the adapters themselves work, and the issue is in the TOS network management interface, which fails to enumerate the interfaces and stays on "Network is being configured".
Our engineers see three possible causes in your output: leftover Docker bridges (docker0 and br-28b8ee8657f7 are DOWN but still hold IPs); VLAN sub-interfaces (eth1.20 / eth1.30) that exist in the kernel but may not be registered in TOS; and the relatively new Realtek RTL8126 driver.

Could you please send us the output of:
ethtool -i eth0
networkctl list
dmesg | grep -iE "r8126|r8169" | tail -30
ip -d link show

Please also try the following, one at a time:
systemctl stop docker, then refresh the network page.
If that does not help, ip link del eth1.20; ip link del eth1.30, then refresh.
Finally, when the page is stuck, press F12 → Network, reload, and send us a screenshot of the network API request that stays pending or returns a 5xx status — this will show us exactly which service is not responding.
