They have said that it’s now included in TNAS PC I think.

I don't see TerraSync available on my F2-210. I'm guessing that since 210 ARM devices are stuck on TOS 4, they won't be getting TerraSync support. Is this correct?

Well, without iOS connectivity, there is no benefit compared to owncloud/nextcloud.
