after a blackout i can't login ian a shell with root or admin user:
with admin, after password i receive "closed connection" and with root i have account locked.
There is a workaound to repair ssh accounts?

It seems that the power outage unexpectedly had a bad impact on the account or service.
Can you still log in TOS webpage? If you can log in TOS webpage you can try resetting your password. And please generate and download the log report in TOS > Technical Support > Problem Report, and then send it to us as a network disk sharing link for analysis.
I noticed that you are using TOS 4.2, so it is possible that the user to log in to SSH is the first user you set up instead of admin or root.
