CPU frequency

Hi, i have F5-422 on TOS 5.1.34

I notice CPU frequency is always at 800 MHz.
I need to put 1500MHz in scaling_setspeed file for every core with command echo 1500000 > /sys/devices/system/cpu/cpufreq/policy0/scaling_setspeed

I can't use scaling governor other than userspace
