F4-210 drives won't stop spinning

Hi,

I Get drive activity even when nothing is using the NAS. I hear the drives clicking even when my PC is turned off (the only device connected to the NAS).

I've tried hard drive sleep after 30 minutes, but it doesn't seem to help.
Is there any reason as to why this would be? It is quite loud and seems like it would hurt the total life of the drives inside.
