I have no idea what C grade ram is. Something locale specific or vendor specific? There is no industry standard that defines RAM into grades AFAIK. All that being said, the RAM SODIMM that TerraMaster is clearly defined:

I've now tried a set of comparably specced RAM from two other vendors (Crucial and TeamGroup) both of which were bought for less than $60 USD when on sale. Both of which are confirmed to work fine on other OS installs and are detected fine in the BIOS. Point being, it shouldn't matter to TerraMaster what RAM people want to use. Refurbished? Out of spec? Who cares. Let people troubleshoot and go from there. TerraMaster has no onus to support users opting to forego their preferred RAM. BUT, they are maliciously and intentionally blocking functional RAM from being used via software check for TOS5. Which would be irritating enough on it's own. But on top of that, they are price gouging. Charging 500% MORE to RESELL a product that you are locked into using is so malicious I lack the diction to properly articulate.

It is recommended that the official update should not restrict the use of other brands of memory.

For the sake of performance and stability, the official can set a baseline for the memory and require new model to be used above the baseline. Or specify a brand of memory, it should not be only Terramaster memory.

Neo Forza DDR4 SODIMMs (model NMSO416F82-3200EA10) work fine with f4-423 and TOS5.
Can anyone confirm this?

I can give replay a sucess storry: My F2-423 runs native on proxmox (installed on the first M2 NVE) with 32GB! RAM - I've used the following dimm's from G Skill:
