No USB storage device is connected!

I have a USB hard drive enclosure for an old WD drive with a capacity of about 232GB. I can plug it in to my Windows 10 laptop where I formatted it with a single FAT32 partition but when I plug it in to either USB slot on my F2-221, the External Storage page says, "No USB storage device is connected!". It doesn't even complain that it doesn't recognize it, it just doesn't see it. Why could that be?

My TOS version is up-to-date (5.0.155-00202).

It might not be clear but the subject line isn't just me exclaiming that no USB storage device is connected. :D It's the text of the actual error message I get when I try to connect an external USB drive.

Does an extra device need to be a stick or something?
